Abstract—A company often finds itself in situations in which it has to respond to changes in business environment. This requires plenty of resources, hard to access by many SMEs. Under these circumstances, accessing European Union finance can be a solution. We must notice that European Union provides financial support to all Member States through structural instruments and one of the main “targets” of these programs are entrepreneurs and their businesses. In order to access EU funds entrepreneurs often has to develop changes on organizational structure, culture and business model. Access to finance is one of the main problems small and medium enterprises (SMEs) face, which is why the European Union has set up programmes to support SME development. Regarding this issue we develop an analysis on 800 SME in order to analyse opinions of Romanian entrepreneurs about the opportunities and threats regarding the access to EU funds and changes operationalized in their business.
